ﻭﺟﻪ ﺍﻟﺩﻛﺗﻭﺭ ﻛﻣﺎﻝ ﺍﻟﺩﻳﻥ ﻓﺧﺎﺭ ﺭﺳﺎﻟﺔ ﺇﻟﻰ ﺍﻟﺳﻳﺩ ﺑﺎﻥ ﻛﻲ ﻣﻭﻥ، ﻁﺎﻟﺑﺎ ﺍﻟﺗﺩﺧﻝ ﻟﻭﺿﻊ ،2015 ﻳﻭﻟﻳﻭﺯ 2 ﻳﻭﻡ ﺣﺩ ﻟﻠﺣﺭﺏ ﺍﻟﺗﻲ ﺗﺷﻧﻬﺎ ﺍﻟﺣﻛﻭﻣﺔ ﺍﻟﺟﺯﺍﺋﺭﻳﺔ ﺿﺩ ﺍﻟﻣﻳﺯﺍﺑﻳﻳﻥ .ﻭﺣﺫﺭ ﻓﻲ ﺭﺳﺎﻟﺗﻪ ﻣﻥ ﺧﻁﺭ ﺣﺩﻭﺙ ﺍﻟﻣﺟﺯﺭﺓ  ﻣﻳﺯﺍﺑﻳﺎ ﻓﻲ ﺻﺑﺎﺡ ﺫﻟﻙ 14  ﺃﻱ ﺑﻌﺩ ﺃﺳﺑﻭﻉ ﻣﻥ ﺍﻟﺭﺳﺎﻟﺔ، ﻗﺗﻝ ،2015  ﻳﻭﻟﻳﻭﺯ 8 ﻓﻲ ﻣﻧﻁﻘﺔ ﻣﻳﺯﺍﺏ .ﻭﻓﻲ ﺍﻟﻳﻭﻡ ﻣﻥ ﻗﺑﻝ ﺍﻹﺭﻫﺎﺑﻳﻳﻥ ﺍﻟﻣﺳﻠﺣﻳﻥ ﺃﻣﺎﻡ ﺃﻧﻅﺎﺭ ﺍﻟﺷﺭﻁﺔ ﻭﺍﻟﺩﺭﻙ  ﻓﻲ ﺗﻭﺍﻁﺊ ﻣﻔﺿﻭﺡ ﻳﺅﻛﺩﻩ ﻋﺩﻡ ﺗﺩﺧﻠﻬﻡ ﻟﻭﻗﻑ ﺍﻟﻣﺟﺯﺭﺓ .  ﻣﻥ ﻗﺑﻝ ، ﺗﻡ ﺍﻋﺗﻘﺎﻝ ﺃﺭﺑﻌﻭﻥ ﻣﻳﺯﺍﺑﻳﺎ، ﻓﻲ ﻣﻘﺩﻣﺗﻬﻡ ﺍﻟﺩﻛﺗﻭﺭ ﻛﻣﺎﻝ ﺍﻟﺩﻳﻥ ﻓﺧﺎﺭ ،2015 ﻳﻭﻟﻳﻭﺯ 9 ﻭﻣﻧﺫ ﺍﻷﺟﻬﺯﺓ ﺍﻷﻣﻧﻳﺔ ﺍﻟﺟﺯﺍﺋﺭﻳﺔ ﺑﺗﻌﻠﻳﻣﺎﺕ ﻣﺧﺎﻟﻔﺔ ﻟﻠﻘﺎﻧﻭﻥ ﺃﺻﺩﺭﻫﺎ ﺍﻟﻧﺎﺋﺏ ﺍﻟﻌﺎﻡ ﻣﺗﻬﻣﺎ ﺍﻟﻣﻌﺗﻘﻠﻳﻥ، ﻭﻋﺭﺿﻭﺍ ﻟﻠﺭﺃﻱ ﺍﻟﻌﺎﻡ ﺍﻟﻭﻁﻧﻲ ﻭﺍﻟﺩﻭﻟﻲ ﻛﻣﺣﺭﺿﻳﻥ ﻋﻠﻰ ﺃﻋﻣﺎﻝ ﺍﻟﻌﻧﻑ ﺍﻟﺗﻲ ﻭﻗﻌﺕ ﻓﻲ ﻭﺍﺩﻱ ﻣﻳﺯﺍﺏ. ﺃﻛﺛﺭ ﻣﻥ ﻣﺎﺋﺔ ﻭﺳﺗﻳﻥ ﻣﻳﺯﺍﺑﻳﺎ ﻳﻘﺑﻌﻭﻥ ﺣﺎﻟﻳﺎ ﻓﻲ ﺍﻟﺳﺟﻭﻥ ﺍﻟﺟﺯﺍﺋﺭﻳﺔ، ﻋﻘﺏ ﻗﺭﺍﺭ ﺳﻳﺎﺳﻲ، ﻭﻓﻲ ﻅﺭﻭﻑ ﻻ ﺇﻧﺳﺎﻧﻳﺔ .ﺍﺛﻧﺎﻥ ﻣﻧﻬﻡ، ﻋﻔﺎﺭﻱ ﺑﺎﻋﻭﺷﻲ ﻭﻋﻳﺳﻰ ﺑﻥ ﺍﻟﺷﻳﺦ، ﻟﻘﻭﺍ ﺣﺗﻔﻬﻡ ﺑﻌﺩ ﺃﻋﻣﺎﻝ ﺍﻟﺗﻌﺫﻳﺏ .ﺳﺟﻳﻥ ﺛﺎﻟﺙ، ﺗﻭﻓﻲ ﻭﻫﻭ ﺻﻼﺡ ﻗﺩﻭﺡ ﻓﻲ ﻅﺭﻭﻑ ﻣﺭﻳﺑﺔ، ﻭﻛﺫﺍ ﺍﻟﻣﻌﺗﻘﻝ ﷴ ﺑﺎﺑﺎ ﻧﺟﺎﺭ، ﺍﻟﺫﻱ ﺍﻋﺗﻘﻝ ﺑﺳﺑﺏ ﻗﺿﻳﺔ ﻣﻠﻔﻘﺔ ﺑﻛﻝ ﺍﻟﻣﻘﺎﻳﻳﺱ ، ﻭﺗﻌﺭﺽ ﻟﻠﻣﻭﺕ ﺍﻟﺑﻁﻲء ﺑﻝ ﻭﻣﻧﻌﺕ ﻋﺎﺋﻠﺗﻪ ﻣﻥ ﺭﺅﻳﺗﻪ ﻭﺯﻳﺎﺭﺗﻪ. ﻟﻌﺩﺓ ﺃﺷﻬﺭ، ﻳﻭﺟﻪ ﺍﻟﻣﺣﺎﻣﻭﻥ ﻭﺍﻟﻌﺎﺋﻼﺕ ﻭﻣﻧﻅﻣﺎﺕ ﺣﻘﻭﻕ ﺍﻹﻧﺳﺎﻥ ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ ﺍﻟﻛﻧﻐﺭﺱ ﺍﻟﻌﺎﻟﻣﻲ ﺍﻷﻣﺎﺯﻳﻐﻲ   ﻣﺭﺍﺳﻼﺕ ﻟﻠﻣﺳﺅﻭﻟﻳﻥ ﺍﻟﺟﺯﺍﺋﺭﻳﻳﻥ ﻋﻠﻰ ﺟﻣﻳﻊ ﺍﻟﻣﺳﺗﻭﻳﺎﺕ، ﻭﻳﺩﻗﻭﻥ ﻧﺎﻗﻭﺱ ﺍﻟﺧﻁﺭ ﺃﻣﺎﻡ ﺍﻟﺭﺃﻱ ﺍﻟﻌﺎﻡ ﺍﻟﻭﻁﻧﻲ ﻭﺍﻟﺩﻭﻟﻲ ﺇﻻ ﺃﻥ ﺍﻟﺣﻛﻭﻣﺔ ﺍﻟﺟﺯﺍﺋﺭﻳﺔ ﻗﺭﺭﺕ ﺻﻡ ﺃﺫﺍﻧﻬﺎ. ﻭﻗﺩ ﺧﺎﺽ ﺍﻟﺩﻛﺗﻭﺭ ﻓﺧﺎﺭ ﻭﺑﻌﺽ ﻣﻥ ﺯﻣﻼﺋﻪ ﺍﻟﻣﻌﺗﻘﻠﻳﻥ ﻓﻲ ﺍﻟﻣﺎﺿﻲ ﺇﺿﺭﺍﺑﻳﻥ ﻋﻥ ﺍﻟﻁﻌﺎﻡ، ﻭﻳﺧﻭﺿﻭﻥ ﺣﺎﻟﻳﺎ ﺇﺿﺭﺍﺑﺎ ﺛﺎﻟﺛﺎ ﻋﻥ ﺍﻟﻁﻌﺎﻡ ﻷﺯﻳﺩ ﻣﻥ ﺧﻣﺳﺔ ﻋﺷﺭ ﻳﻭﻣﺎ، ﻭﺣﺳﺏ ﻣﺣﺎﻣﻳﻬﻡ، ﻓﻬﻡ ﻣﺻﻣﻣﻭﻥ ﻋﻠﻰ ﺧﻭﺿﻪ ﺣﺗﻰ ﺍﻟﻣﻭﺕ. ﻓﺄﻣﺎﻡ ﺧﻁﺭ ﺍﻟﻣﻭﺕ ﺍﻟﺫﻱ ﻳﻬﺩﺩ ﺇﺧﻭﺗﻧﺎ ﺍﻟﻣﻳﺯﺍﺑﻳﻳﻥ، ﻓﻲ ﻣﻭﺍﺟﻬﺗﻬﻡ ﻟﺗﻌﻧﺕ ﺍﻟﺳﻠﻁﺎﺕ ﺍﻟﺟﺯﺍﺋﺭﻳﺔ  ﻭﻋﺩﻡ ﺗﺣﻣﻠﻬﺎ ﻟﻣﺳﺅﻭﻟﻳﺎﺗﻬﺎ،  ﻭﺍﺳﺗﻣﺭﺍﺭﻫﺎ ﻓﻲ ﺍﻧﺗﻬﺎﻙ ﺃﺑﺳﻁ ﺣﻘﻭﻕ ﺍﻟﻣﻌﺗﻘﻠﻳﻥ.

APPEL
Le 02 juillet 2015 Dr.KamaleddineFekhar envoyait une lettre à Monsieur Ban Ki-moon, secrétaire général de l’ONU, sollicitant son intervention pour mettre un terme à la guerre menée par le pouvoir algérien c ontre le peuple mozabite. Il avertissait dans sa lettre du danger d’un carnage qui guettait le peuple mozabite. Le 08 juillet 2015, soit à peine une semaine après, 14 Mozabites ont été assassinés en une seule matinée par des terroristes armés sous le regard indifférent et complice de policiers et de gendarmes.
Depuis 09 juillet 2015 quarante Mozabites, à leur tête Dr. KamaleddineFekhar, ont été arrêtés par les services de sécurité Algériens sur une simple note du procureur général, et en violation de la loi, et présentés à l’opinion publique nationale et internationale comme les instigateurs des  violences qui se déroulaient dans la vallée du Mzab.
Plus de cent soixante Mozabites sont actuellement dans les geôles algériennes, suite à une décision politique, dans des conditions inhumaines. Deux d’entre eux, AffariBaouchi et AïssaBencheikh, sont déjà morts suite à des actes de tortures. Un troisième prisonnier, Salah Guedouh est mort dans des circonstances douteuses. Mohammed Baba Nadjar, quant à lui, arrêté auparavant dans une autre affaire montée de toutes pièces, meurt petit à petit, et même sa famille n’a plus le droit de le voir.
Depuis de longs mois, les avocats et les familles et les organisations des droits de l'homme notamment le Congrès Mondial Amazigh (CMA) interpellent les responsables algériens à tous les niveaux, alertent l’opinion publique nationale et internationale  mais le pouvoir algérien fait la sourde oreille.
Deux grèves de faim ont déjà observées parDr.Fekhar et certains de ses co-détenus par le passé.Une troisièmegrèveest observée depuis une quinzaine de jour et d'après leurs avocats, ils sont déterminésà aller jusqu'à la mort.Devant le danger de mort imminent qui guette nos frères mozabites, et face à l'irresponsabilité du pouvoir Algérien qui bafoue les droits les plus élémentaires des détenus, nous :

Les Amazighs du Maroc, de la Tunisie , de la Libye, d’Algérie  et de Kabylie 
appellent  les amazigh à travers le monde ainsi que tous les citoyens épris de justice et de liberté  à  organiser des Rassemblements devant les représentations diplomatiques Algériennes et des nations unies à travers le monde, notamment  à: Tunis, Rabat, les villes amazighes libyennes Paris, New York, Montréal, Ottawa et la Représentation des Nations Unis à Alger

      On July 2nd, 2015 Dr. KamaleddineFekhar sent a letter to Mr. Ban Ki-moon, SecretaryGeneral of the United Nations, requesting his intervention to put an end to the war waged by the Algerian government against the Mozabite people. He warned in his letter of the danger of a carnage which was watching the Mozabite people. On July 8th, 2015, barely a week later, 14 Mozabites were assassinated in one morning by armed terrorists under the indifferent and accomplice of policemen and gendarmes. Since July 9th, 2015 forty Mozabites, headed by Dr. KamaleddineFekhar, have been arrested by the Algerian security services on a simple note by the Attorney General and in violation of the law and presented to national and international public opinion as the instigators of the violence that took place in the Mzab Valley.
Following a political decision, more than one hundred and sixty Mozabites are currently in Algerian jails  in inhuman conditions. Two of them, AffariBaouchi and AïssaBencheikh, have already died as a result of torture. A third prisoner, Salah Guedouh died under questionable circumstances. Mohammed Baba Nadjar, meanwhile, arrested previously in another affair assembled from scratch, dies little by little, and even his family no longer has the right to see him.
For many months, lawyers and families and human rights organizations, in particular the Amazigh World Congress (CMA), have been calling on Algerian officials at all levels to alert national and international public opinion, but the Algerian government is Deaf ear.
Two hunger strikes have already been observed by Dr. Fekhar and some of his co-detainees in the past. A third strike has been observed for a fortnight and according to their lawyers, they are determined to go to the death. In the face of the imminent danger of death for our Mozabite brothers, and given the irresponsibility of the Algerian authorities, which violates the most elementary rights of the detainees, we:

On 10/12/2016, on the International Day of Human Rights, to demand: 
The immediate release of Dr. Fekhar and his fellow inmates 
Stop the harassment and arrest of Kabyle, Mzab, Rifain, and all Amazigh militants.  Obliging the Algerian government to respect its international commitments in the field of human rights.
